With reference to the letter from this Office of
the 10th instant I am directed by Secretary Sir E.Grey
to transmit to you herewith copies of a Memorandum
drawn up by the Admiralty relative to the treatment
to be accorded to foreign naval attachés in this
country.
It is thought that this memorandum might with the
concurrence of the Secretary of State for the Colonies
usefully be forwarded, for their guidance, to the Gov-
ernors of the Colonies concerned in
connection
with the request of the United States Government that
the duties of their Naval Attaché in China may be
extended to the British possessions in the Far East.
